In 2019, the United Nations Montreal Protocol Scientific Assessment Panel passed a resolution to include “solar radiation management research” in its next Ozone Assessment report evaluating potential risks to the ozone layer. This scientific evaluation would include potential direct impacts on the ozone layer, and indirect risks such as stratospheric heating and changes in atmospheric circulation. The proposal was supported by several countries, including the U.S., with no objections.

The Montreal Protocol is a science-based forum with universal participation among countries and bi-partisan support in the U.S. It is also the most effective global environmental cooperation ever undertaken and, while not its primary mission, among the most successful in reducing greenhouse gases.

SilverLining supports assessment by the Montreal Protocol Scientific Assessment Panel as an important step forward in science-based governance for solar climate intervention. SilverLining also supports careful review of the Montreal Protocol as a gold standard for effective global environmental governance in the service of public safety.
